Conservation Commission Minutes 12/2/2014
The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, December 2, 2014, the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners, Joshua Bows, Frank Drollett and John Moran.  The Conservation Planner, Richard Vacca and the secretary Michelle Turner, were also present
David Foster was absent.

Administrative Business – May include topics not reasonably anticipated by the Chair 48 hours in advance of the meeting

Brief discussion on use of Biodegradable Hydraulic Fluid with contractor, Wayne Fornaciari of RAWF was present and expressed concern with a condition recently imposed on Order of Conditions that required heavy equipment to use bio hydraulic fluid when working within coastal resources.  He asked the Commission to delay this requirement until contractors and staff could review the technicalities of accomplishing this.  Richard Vacca, Conservation Planner, was supportive of this request and agreed that more research needed to be done especially for the older equipment to come into compliance.  The Commission agreed to waive the condition.

Gerre Hooker motioned to waive the bio requirement for Plymouth Yacht Club.  Approved unanimously -with condition that a statement of the condition of the equipment maintenance be provided.  Approved unanimously.

Final Review of Bylaw/Regulations changes – no action after staff has reviewed the last state WPA changes.

ACTION ITEMS:
Sign Acceptance of Deeds for Simmons and Garland Properties, per Fall 2014 Town Meeting.
3 copies of each deed was signed.


ORDERS OF CONDITIONS:
SE57-2738  Sara Tallman, 223R Jordan Road, Parcel ID 080-000-004-001A.  A Notice of Intent filed post facto in response to an Emergency Permit to replace a failed equalizer pipe and the reconstruction of a roadway dike, within the resource of land under a water body and in the buffer zone of a bordering vegetated wetland of Cold Bottom Pond and an Isolated Vegetated Wetland.
Gerre Hooker motioned to issue the OOC as drafted.  Approved unanimously.

SE57- 2739  Corporation of the Presiding Bishop of The Church of Jesus Christ of Latter-Day Saints, 747 and 741 Federal Furnace Road, Parcel ID 099-000-001-005 and 099-000-001-006.  A Notice of Intent for the construction of a church and associated utilities and amenities, in buffer zone of an Isolated Wetland. This project also includes a re-vegetation plan within the Riverfront area of an unnamed brook.
Gerre Hooker motioned to approve as amended.  Approved unanimously.

November 25, 2014.  No action taken – hold for next meeting.
